Reminder – 30th March 2024 Is Last Day For Export Declarations On CHIEF
The Customs Handling of Import and Export Freight (CHIEF) system run by HM Revenue and Customs (HMRC) is being replaced by the Customs Declaration Service (CDS), which HMRC describes as a resilient, reliable, cost-effective system which is adaptable to the future needs of businesses. All import declarations are already being made on the CDS.
HMRC has confirmed that the last day for making export declarations on CHIEF will be 30th March 2024 and that all businesses should declare goods through the CDS from this date. Given that there are some distinct differences between making declarations through the CDS compared to CHIEF, HMRC has provided guidance here which will assist traders in making the change.
This highlights that CHIEF uses the Community Customs Code (CCC) and Single Administrative Document (SAD) Harmonisation rules (boxes) while the CDS applies the Union Customs Code (UCC) and Data Integration and Harmonisation rules.
The guide also points out that whereas CHIEF has 4000 separate error codes, the CDS has 200 error codes pointing to the exact data element where the error has occurred so errors can be interpreted and resolved.
