Guidance on US Rules of Origin

As far as we aware the U.S. Customs and Border Protection (CBP) agency does not recognise Certificates of Origin issued by UK Chambers as proof of origin for goods entering the USA and exporters should be made aware of this.
Exporting businesses can if they wish apply for a Certificate of Origin and in the Remarks box (Box 5) put the following phrase:
"The origin of these goods was determined using the non-preferential rules of origin published by the US Customs and Border Protection (CBP) agency."
Please click here for a copy of those rules. The non-preference rules can be found on pages 8 - 11. Exporters should ensure that the goods meet the USA rules befo adding the above comment to the Remarks box of the Certificate of Origin.
For substantial transformation, please click here for examples provided by the CBP.
